Submission of the list of NPLs and ROPOAs as of December 31, 2001 and June 30, 2002

CIRCULAR LETTER Series of 2003

TO           :       All Banks and NBQBs

In connection with Circular Letter dated January 7, 2003 requiring the submission of the list of NPLs and ROPOAs as of December 31, 2001 and June 30, 2002, banks/NBQBs that previously submitted incomplete data/information, (e.g., no taxpayer identification number (TIN), amounts lumped with no particulars, incorrect data structure, etc.), should complete the missing data and resubmit their lists not later than April 30, 2003.

For accounts without TIN, banks/NBQBs shall assign a unique borrower identification number with a maximum of twenty (20) characters that shall include the financial institution's acronym or short name and the number series (e.g., ABC0000001, ABC0000002, ABC0000003,..., ABC000000n).  The field name, BORRTIN (for NPLs) and FMRBRTIN ( for ROPOAs) of the data structure/format as prescribed under Circular Letter dated January 7, 2003 shall be used for the borrower identification number.  The unique TIN/borrower identification numbers are intended to facilitate the processing of banks' and NBQBs' applications to transfer/sell NPAs to a Special Purpose Vehicle.

All items in the list should be on a per account basis, hence, no lumping of amounts shall be allowed.  The data structure/format as prescribed under Circular Letter dated January 7, 2003 should be strictly followed.

The completed/corrected list should be resubmitted to Supervisory Reports and Studies Office (SRSO) at the address indicated in the said Circular Letter.

Banks/NBQBs which already submitted the list with completed/correct data/information should no longer resubmit the said list.
