Strengthened Monitoring and Weifare Measures for Overseas Filipino Workers (Iran, Israel, Jordan, and Lebanon) (OFWs) in the Middle East
Jordan, and Lebanon, and the reported disruptions in air travel and regional stability in light of the escalating tensions in the Middle East, particularly in iran, Israei,
implement the following measures to ensure the safety and welfare of Filipino workers: all Private Recruitment Agencies (PRAs) with deployed or scheduled-for-deployment Overseas Filipino Workers. (OFWs) to these countries are hereby directed to
1. Coordination with Employers and Foreign Piacement Agencies
employers and foreign placement agencies to regularly monitor the status and well- updated contact numbers and employer information (company name, contact details, being of deployed OFWs, confirm the exact current location of each worker, and obtain and address). PRAs must establish and maintain active communication with their partner
2. Enhanced Welfare Monitoring
All PRAs shall conduct intensive and proactive monitoring of OFWs,such as regular check-ins with workers, verification of their living and working conditions and immediate resolution of any welfare concerns or emergency situations.
3. Mandatory Submission of Monitoring Reports and Depioyment List
to the same email address the list of all workers currently deployed and those Welfare Monitoring System (OWMS). PRAs with depioyment to Jordan, shall submit PRAs must submit accurate and timely welfare monitoring reports via the OFW

5. Travel-Related Responsibilities

PRAs must maintain open and regular communication with the Migrant Workers Office (MWO) in Jordan, Israel, Lebanon and relevant authorities in other affected countries for updated advisories and to ensure coordinated response to emergencies

7. Important Deployment Reminders
Lebanon remains under Crisis Alert Level 3: No deployment of new hires and returning workers is allowed. Israel is under Crisis Alert Level 2: Deployment of new hires is prohibited While returning workers with valid contracts are usually allowed under Alert Level 2, ongoing tension and airspace restrictions currently prohibit such deployments.
Non-compliance with this directive shall be dealt with in accordance with the applicable provisions of the 2023 DMW Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Filipino Workers.
