ALLOWANCE FOR FISCAL YEAR 2026 TO ALL QUALIFIED PERSONNEL IN THE BANGSAMORO GOVERNMENT SOCIOECONOMIC AMELIORATIVE MEASURE AUTHORIZING THE GRANT OF ONE-TIME
WHEREAS, Article V, Section 3 of the R.A No. 11054 states that "The Bangsamoro Government shall exercise the power expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance and those which are essential to the promotion of general welfare. ":
WHEREAS, in a rare and meaningful convergence of sacred calendars, Ramadhan and Lenten season all begin within a few days of each other. During these sacred seasons. Muslims and non-Muslims alike undertake periods of profound spiritual reflection, prayer, fasting, and where prayer becomes service, and any form of assistance becomes hope especially for the members of communities burdened by economic hardship, conflict, and disaster; generous acts of charity. An invitation for believers to come together in faith and solidarity

NOW, THEREFORE, I, ABDULRAOF A. MACACUA, Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao, by virtue of the power vested upon me by law, do hereby order:
Subject to the GAAB FY 2026 and applicable rules, Ministries, Offices, and Agencies of the Bangsamoro Government are hereby directed/authorized to implement the payment of SECTION 1. Grant of One-time Socioeconomic Ameliorative Measure Allowance.
One-time Socioeconomic Ameliorative Measure (SAM) Allowance FY 2026 with an amount of not exceeding Twenty thousand (P20,000.00) pesos to each qualified official or employee.
