Subject : Electronic Transmission of the Consolidated Report on the Utilization of Loanable Funds Generated Which Were Set Aside For Agrarian Reform Credit/Other Agricultural Credit
Hereunder are the additional clarificatory guidelines to implement Circular Letter to All Banks dated February 7, 2001, which requires banks to submit electronically (via any one option - cc:mail, internet or in diskette form) to BSP commencing with the report as of quarter-end June 2001, the quarterly Report on Compliance with Mandatory Agri-Agra Credit Required under P.D. 717:
1. The parent bank is required to submit a consolidated report on its groupwide compliance to be supported by the individual reports of parent bank and its subsidiaries. The phrase “Compliance on a Groupwide Basis” should be indicated under the title of the report to distinguish it from the report on an individual bank basis.
2. The report shall be transmitted in EXCEL file. A user-friendly template is available at SRSO, 16th floor, Multi-Storey Building, BSP Complex, Manila.
3. Upon transmission of the report, the bank shall also fax at #523-34-61, the notarized Control Prooflist duly signed by the authorized officer of the bank. The original notarized Control Prooflist shall likewise be submitted directly by each bank to the Supervisory Reports and Studies Office, Bangko Sentral ng Pilipinas. If the bank can submit the original notarized Control Prooflist on the same day the report was electronically submitted, there is no need to fax the notarized Control Prooflist.
4. Valid values for Bank Industry are the following and should be numeric:
00 for KBs (Commercial Banks) 01 for SMBs (Savings and Mortgage Banks) 02 for PDBs (Private Development Banks) 03 for SSLAs (Stock Savings and Loan Associations) 04 for RBs (Rural Banks) 05 for SGBs (for DBP, Landbank and Al Amanah)
5. Valid values for Bank Code should be your 4-digit assigned bank code.
Attached are the formats of the main report and supporting schedules, as revised.
