CREATING THE BANGSAMORO TASK FORCE ON SPECIALCONCERNS
Muslim Mindanao (BARMM) is free to pursue its political, economic, social, and cultural development in the exercise of its right to self-governance; otherwise known as the Bangsamoro Organic Law, the Bangsamoro Autonomous Region in WHEREAS, in accordance with Section 2, Article IV of Republic Act No. 11054,

following powers and functions: Section 2. Powers and Functions of the Task Force. The Task Force shall have the
a) Determine and verify unsettled obligations of the Bangsamoro Government to individuals, suppliers, contractors, service providers, and other concerned stakeholders despite repetitive demands;
b) Identify and assess the causes of delay in payments, whether due to internal management processes, supplier deficiencies, or other contributing factors;
c) Monitor and review accounts payable and other unsettled financial obligations to stakeholders, including suppliers, contractors, and employees;
d) Receive and address complaints from suppliers and other concerned parties regarding delayed payments or unresolved financial matters;
e) Facilitate communication and coordination between management units and suppliers to help resolve disputes or clarify payment issues;
f) Assist in addressing delayed salaries and benefits of employees, as well as other financial obligations to various stakeholders;
g) Coordinate with the concerned ministries, offices, and agencies and seek their assistance to expedite the resolution of pending concerns and challenges;
h) Recommend the imposition of administrative actions or sanctions appropriately against negligent personnel of ministries, offices, and agencies;
i) Report cases involving delinquent suppliers and recommend appropriate measures for the resolution or blacklisting if necessary; and
j)Perform such other functions as may be directed by the Chief Minister.
