AN ORDER REACTIVATING THE AD HOC OFFICE ON BANGSAMORO POLICING UNDER THE OFFICE OF THE CHIEF MINISTER,
REDEFINING ITS FUNCTIONS, AND FOR OTHER PURPOSES
WHEREAS, it is the policy of the Bangsamoro Government (BG) to promote and ensure the realization of an enduring peace in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM);
WHEREAS, paragraph 3, Section 2,Article XI of Republic Act (R.A.) No. 11054 or the Bangsamoro Organic Law (BOL) sanctions the establishment of a mechanism through which members of the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) can enter into the Philippine National Police (PNP), subject to laws, rules and regulations;
WHEREAS, on February 8, 2022, the National Police Commission (NAPOLCOM) issued Resolution No. 2022-0081 entitled "Prescribing NAPOLCOM Special Qualifying Eligibility (NSQE) as Appropriate Eligibility for Temporary Appointment to the Rank of Patrolman/Patrolwoman in the PNP for Members of the MILF and MNLF";
WHEREAS, NAPOLCOM Resolution No. 2022-0081 prescribes the NAPOLCOM Special Qualifying Eligibility (NSQE) as appropriate eligibility for temporary appointment to the rank of Patrolman/Patrolwoman in the PNP in BARMM for members of the MILF and MNLF. Such NSQE is acquired upon passing an examination conducted for such purpose, which shall only be administered within a period of five (5) years from the approval of the resolution;
WHEREAS, notwithstanding the lapse of the five (5)-year period provided under paragraph 3, Section 2, Article XI of Republic Act No. 11054, the NAPOLCOM, through Resolution No. 2025-0461,recognized the need to adjust the reckoning period for the application of former members of the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) to the PNP, and accordingly authorized the continuation of the recruitment and processing of qualified MILF and MNLF applicants into the, PNP until June 8, 2027, subject to existing applicable laws, rules, and regulators, in furtherance of the government's peace- building and normalization efforts;
WHEREAS, on February 23,2026, the Commission approved the recruitment quota for Patrolman/Patrolwoman for the PNP Calendar Year 2026 Recruitment Program through Resolution No. 2026-01164, authorizing PR0 BAR with a total of one hundred seventeen (117) regular quota and two hundred fifty (250) attrition quota;
WHEREAS, on June 23, 2026, the Commission issued Resolution No. 2026-0360 approving the allocation of one hundred seventeen (117) patrolman/patrolwoman recruitment quota
for the former members of the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) for the PNP Calendar Year 2026 Recruitment Program;
WHEREAS, there is an urgent necessity to reactivate the Ad Hoc Office on Bangsamoro Policing, to provide administrative support in the resumption of application process set forth in the NAPOLCOM resolution in relation to the operationalization of paragraph 3, Sectiori 2, Article XI of the BOL;
NOW, THEREFORE, I, ABDULRAOF A. MACACUA, Chief Minister of the BARMM, by virtue of the powers vested in me by law, do hereby order the following:
SECTION 1. Reactivation of the Ad Hoc Office on Bangsamoro Policing. The Ad Hoc Office on Bangsamoro Policing under the Office of the Chief Minister (OCM) is hereby reactivated to facilitate and provide administrative support for the implementation of the recruitment process for the entry of qualified former members of the MILF and MNLF into the Philippine National Police.
SECTION 2. Head of Office. The reactivated Ad Hoc Office shall be headed by the Head Secretariat of the Bangsamoro Government Intergovernmental Relations Body (BG-IGRB).
SECTION 3. Organizational Staff. The staffing complement of the Ad Hoc Office shall consist of personnel from the Bangsamoro Government Intergovernmental Relations' Body Secretariat and such other personnel as may be designated or contracted by the Chief Minister to ensure the effective discharge of its functions.
SECTION 4. Duties and Functions. The Ad Hoc Office on Bangsamoro Policing shall perform the following functions:
1. Provide general administrative support in the implementation of the application and
recruitment process pursuant to the relevant NAPOLCOM resolutions relative to the operationalization of paragraph (3), Section 2, Article XI of the Bangsamoro Organic
2. Validate and verify the information and supporting documents of applicants Law endorsed by the Moro Islamic Liberation Front (MILF) and the Moro National
3. Submit periodic reports, updates, and recommendations to the Chief Minister and the Liberation Front (MNLF);
Bangsamoro Government Intergovernmental Relations Body (BG-IGRB) on matters relating to Bangsamoro policing and the implementation of this Executive Order; and 4. Perform such other duties as may be assigned by the Chief Minister.
SECTION 5. Funding. The personnel services, maintenance and other operating expenses, and other necessary expenditures of the Ad Hoc Office shall be charged against the Contingent Fund of the Office of the Chief Minister, subject to existing budgeting, accounting. and auditing laws, rules, and regulations.
SECTION 6. Duration. The Ad Hoc Office shall continue to exist until paragraph (3), Sectior 2, Article XI of the Bangsamoro Organic Law has been fully implemented or until it is sooner dissolved by the Chief Minister.
SECTION 7. Repealing Clause. All executive issuances, orders, rules, regulations, or parts thereof inconsistent with this Executive Order are hereby repealed, amended, or modified accordingly.
SECTION 8. Separability. If any provision of this Executive Order is declared unconstitutional or invalid, the remaining provisions not affected thereby shall continue to be in full force and effect.
SECTION 9. Effectivity. This Executive Order shall take effect immediately upon approval
