M-2018-028 To : ALI UNIVERSAI AND COMMERCIAL BANKS (UKBs] AND THEIR SUBSIDIARY BANKS AND NON.BANKS WITH QUASI BANKING FuNcTloNS (NBQBsl Subject : Guidelines on the Electronic Submission of the BASEL lll Net Stable Funding Ratio (NSFRf Report In line with BSP Circular No. 1007 dated 05 June 2018 on the lmplementing Guidelines on the adoption of the Basel lll Framework on Liquidity Standards - Net Stable Funding Ratio (NSFR), the following guidelines shall be observed for the quarterly submission of the NSFR Report during the observation period beginning reporting quarter ending 30 September 2018: 1. The prescribed Data Entry Template (DET) and the corresponding Control Prooflist (CP) of the NSFR Report can be downloaded from http://www. bsp.gov.ph/5ES/reporting_templates or req uested directly from the BSP-Supervisory Data Center (SDC). 2. The DET together with the scanned CP in Portable Document Format (PDF) duly certified and signed by the authorized official of the reporting BSP Supervised Financial lnstitution (BSFI) shall be electronically submitted within 30 banking days from end of reference quarter to the following e-mail addresses: Tvpe of lnstitution E-mailAddress Universal and Commercial Banks sdckb-nsfr@ bsp.sov. ph Thrift Banks sdctb-nsfr@ bsp. gov. ph Rural and Cooperative Banks sdcrb-nsfr@ bsp. gov. ph Non-Banks with Quasi Banking Function sdcn bqb-nsfr@ bsp. gov. ph using the prescribed format for the subject, as follows: 'NSFR <BSFI Name>, <Reference Period>", as illustrated below To sdckb-nsfr@ bsp. gov. ph Subject NSFR 85Fl Nome,30 September 2018 and using the following prescribed file names and file formats: File File Name File Format DET for solo basis NSFR-solo xls DET for consolidated basis NSFR-conso xls CP for solo basis R-solo-control proofl ist N SF pdf CP for consolidated basis NSFR-conso-control prooflist pdf A. 3. Only one (1.) DET and its corresponding CP should be submitted for each applicable reporting period. Submissions containing more than one (1) DET and one (1) CP will automatically be rejected and considered non- compliant with the BSP reporting standards. Likewise, submissions without the required CP shall be considered non-compliant with the BSP reporting standards. 4. The submission guidelines for the NSFR Report after the observation period shall be covered by a separate issuance. 5. BSFIs that are unable to transmit electronically can submit the DET and its accompanying scanned CP in compact disc (CD) or any portable storage device (e.9., USB flash drive) through messengerial or postal services within the prescribed deadline to: The Officer-ln-Charge Supervisory Data Center (SDC) Bangko Sentral ng Pilipinas 1lth Floor, Multi-Storey Building BSP Complex, A. MabiniStreet, Malate 1004 Manila 6. f n accordance with BSP Memorandum No. M-2OL7-O28 dated 11 September 2OL7, only electronic submissions originating from officially registered e-mail address/es of the BSFIs shall be recognized and accepted by the SDC. Same registered e-mail address/es shall be used by the SDC in electronically acknowledging the submitted report and transmitting the correspond ing validation results. 7. Report submissions that do not conform to the above prescribed procedures shall not be accepted and thus, considered unsubmitted. It likewise follows that only the files prescribed by the BSP for the report shall be accepted as compliant with the existing reportorial requirements subject to validation and applicable penalties for erroneous, delayed and/ or u nsubm itted reporting.
